The D3 needs genuine qualifying employment. When a real foreign employer orders the Portuguese hire, a payroll company handles local employment while Relovisa coordinates the residence case.

## Who this is for

Who the D3 fits, and who should check carefully

A strong route when the employment evidence is real. An honest look at both sides before you commit.

### A good fit if

- You work in a qualified profession: most senior tech and business roles can fit, from engineers to marketing or product directors.
- You have a relevant higher-education degree or at least 5 years of documented senior experience.
- You have a qualifying employer relationship or need a compliant Portuguese employer-of-record setup.

### Check carefully if

- You earn above €3,680/month from stable remote work. D8 may be simpler.
- You rely on a job title alone. AIMA and the consulate assess the substance of the role and evidence.
- Your IFICI, family or timing expectations have not been reviewed against the current facts of your case.

## FAQ

### Who qualifies for the D3?

Most senior tech and business professions can fit, from engineers to marketing and product directors, with a relevant degree or at least 5 years of documented senior experience. Formally the role must map to the recognised occupations list; AIMA and the consulate assess substance over title.

### How is the D3 different from the D1 work visa?

The D1, under Article 88, is the general work visa and needs an IEFP labour-market test showing no Portuguese or EU candidate was available. The D3, under Article 90, is exempt, which typically saves 30 to 60 days. In exchange the role must be highly qualified: a relevant degree or 5+ years of documented senior experience, in an occupation from Portaria 303/2019.

### Do I need a job offer before applying?

You need a genuine qualifying employer relationship. If you have a Portuguese employer, we file against it. If a real foreign employer orders a Portuguese hire, a payroll company can handle the local employment; payroll cannot replace an absent job or employer.

### How long does AIMA realistically take in 2026?

The legal target is 90 days. Realistically, permit issuance takes 9 to 18 months in Lisbon and Porto and roughly 5 to 9 months via regional offices, after a consulate visa stage of 30 to 60 days. A complete document set is required before submission.

### What is the income requirement?

Legal floor €1,611.39/month (3× IAS 2026); in practice we contract from €2,300/month for professional roles and €2,500 to €3,000/month for managerial roles. Portuguese employment uses 14 payments per year.

### How does IFICI 20% work?

Qualifying highly-qualified activities may receive a 20% IRS rate on Portugal-source employment income for 10 years. Apply by 15 January of the year after your first year of tax residence, so for 2026 by 15 January 2027; it cannot be claimed retroactively. Relovisa handles the application but does not promise the tax authority's decision.

### How much does the whole thing cost?

Government fees are separate. The service fee is €2,490 for Standard or €6,900 + €430/month for Payroll, plus €990 per family member, subject to current commercial confirmation.

### Can my family come?

Yes. Spouse, minor children and dependent parents can apply on the same file, at €990 per family member. We confirm who can apply with you and the timing before filing. Family who join later face no waiting period: D3 holders are exempt from the 2-year wait (Lei 23/2007 art. 98 n.3 via art. 90).

### What did the 19 May 2026 nationality law change for D3 holders?

Lei Orgânica 1/2026 raised naturalisation to 10 years of legal residence, 7 for EU citizens and nationals of Portuguese-speaking countries, and time spent only waiting for an AIMA decision no longer counts. Applications filed before 19 May 2026 keep the old rules. Permanent residence at 5 years, the 2 + 3 year permits and the Blue Card path are unchanged.

### D3 or D8, which is mine?

D3 needs a qualifying employer, role and salary. D8 needs no employer but requires €3,680/month of remote income. D8 is often simpler above that level; D3 with payroll can be cleaner when structured employment is the stronger evidence.

### Can I switch from the D3 to an EU Blue Card?

Yes, in-country, once your job meets the Blue Card salary threshold. No separate 18-month wait applies: that figure is the older intra-EU mobility rule, now 12 months under Directive 2021/1883. We confirm the switch timing for your case rather than promise a fixed number of months.

### What happens if my visa is refused?

For directly handled Portuguese cases, one re-file may be included when the refusal follows a complete document set, subject to the engagement terms. There is no guarantee of approval; the authority decides.

### Why do D3 applications get refused?

Four patterns dominate: a degree unrelated to the role or undocumented experience; a salary exactly at the legal floor, or stated annually so 12 versus 14 payments is unclear; an employer with weak substance or under a year of operations; and an incomplete file, refused since 28 April 2025. Each is fixed before filing, starting with a monthly salary of about €2,300.

### Is employment through a payroll company legal for the D3?

Yes. It is a real Portuguese employment contract with Segurança Social registration, IRS withholding and 14 payments a year, exactly as Portuguese labour law requires. The D3 assesses the role, salary and qualifications behind the contract, and we build the case on that evidence.

### Can I apply while already in Portugal?

Sometimes. Article 90(2) lets AIMA waive the residence-visa requirement for applicants who entered and stayed in Portugal legally, assessed case by case. The standard, most predictable path is still the consulate filing; we advise honestly which one your situation supports.
