Portugal D3 Visa for Highly Qualified Workers

D3 is the structured-employment visa under Article 90-B of Law 23/2007 — for highly qualified workers earning at least 1.5× the Portuguese national average. We offer two paths: standalone D3 filing if you have an existing foreign employer, or D3 with Relovisa's in-house Portuguese employer-of-record service.

  • Income threshold: €2,100/month minimum (1.5× national average) — €2,500–3,000/month for managerial roles.
  • No IEFP labour market test — D3 is exempt under Article 90-B, saving 30–60 days versus the standard D1 work visa.
  • Qualifying degree or 5+ years senior experience in a recognized professional category.
  • 4-month entry visa → 2-year permit → renewable 3 years. EU Blue Card upgrade available after 18 months on D3.
  • IFICI tax — 20% flat rate on Portugal-source income for 10 years for qualifying highly-qualified activities.
  • Permanent residency at 5 years, citizenship at 10 years (post-19 May 2026 reform; 7 years for CPLP nationals).

Benefits of a D3 Visa in Portugal

In-house Portuguese employer-of-record

Relovisa runs the Portuguese employer-of-record setup in-house. Full Segurança Social registration, IRS payroll, A1 certificates, and IFICI tax application — coordinated end-to-end by your case manager.

EU Blue Card upgrade at 18 months

D3 holders can convert to an EU Blue Card after 18 months of legal residence, opening EU-wide mobility and faster permanent-residency thresholds.

IFICI tax — 20% flat rate

D3 + qualifying highly-qualified activity automatically qualifies for IFICI. We coordinate the 15 January filing deadline with your tax-residency trigger.

Structured payroll = clean tax compliance

Portuguese social security contributions, IRS withholding, A1 certificates — all handled through our EOR setup. No autonomo headaches.

Family included

Spouse, minor children, dependent parents apply alongside. Family processing follows the main applicant's timeline.

Faster than D8 for high earners

With a defined Portuguese employer-of-record and proper contract structuring, D3 consulate processing is often cleaner than D8 freelance-route filings.

The benefits of moving to Portugal

  • IFICI tax — 20% flat rate

10 years of 20% flat tax on Portugal-source income for 27 qualifying activity categories (most software engineering, research, scientific, and senior management roles).

  • Structured employment law

Portuguese employment law is favorable to specialized roles, with strong labor protections and clear social security structures.

  • Established tech ecosystems

Lisbon and Porto have established tech ecosystems with English-fluent legal, accounting, and banking infrastructure.

  • Path to EU permanent residency

Permanent residency at 5 years; citizenship at 10 years (post-19 May 2026 reform; 7 years for CPLP nationals).

  • EU Blue Card upgrade

D3 holders can convert to an EU Blue Card after 18 months for broader EU mobility.

FAQs

What qualifies as a "highly qualified activity"?
Portuguese law defines this through specific professional categories (Portaria 303/2019): software engineers, researchers, doctors, university teachers, senior management in specified sectors. Either a qualifying degree (level 6+ on Portuguese qualifications framework) OR 5+ years of senior experience in the role. We assess fit during the initial consultation.
Why use Relovisa's Portuguese employer-of-record instead of my existing employer?
Three reasons: (1) Your existing employer may not want to handle Portuguese payroll, social security, and compliance requirements. (2) We have multi-year operational experience running Portuguese EOR engagements — operational track record matters for cross-border employment compliance. (3) We handle IFICI tax application as part of the setup, which a non-specialized employer wouldn't know to do.
How much does Portuguese payroll actually cost?
One-time setup is €6,900 (includes employment contract, registration, NIF, bank account, dossier). Monthly payroll service is €430/month for as long as we run your contract. Your salary itself passes through standard Portuguese payroll (your gross salary minus social security and IRS).
What's the difference between D3 and D8?
D3 requires an employer relationship (qualifying employer + qualifying salary + qualifying role). D8 is for remote workers and freelancers without employer requirements. D3 has a lower income bar (€2,100 vs €3,680) and faster Blue Card upgrade, but requires structured employment. See D8 page for the remote-worker route.
How does the IFICI tax actually work?
20% flat tax on Portugal-source employment income for 10 years for qualifying highly-qualified activities. You must apply by 15 January after your first full Portuguese tax-residency year. Application is per individual; we handle filing.
What happens at year 2 renewal?
AIMA reviews that you're still employed in a qualifying role earning ≥1.5× national average. We handle renewal dossier prep. If you stay on our payroll, this is straightforward.
Can I switch employers mid-permit?
Yes, but you must notify AIMA within 30 days. New employer must meet the same D3 criteria. If switching to another Portuguese employer, your D3 status continues. If leaving Portuguese employment entirely, you may need to switch visa categories.
What if I want to maintain US/UK social security coverage?
For US/UK applicants with active home-country social security, we coordinate A1 certificate (EU) or Certificate of Coverage (US/UK bilateral agreements) so you maintain home-country contributions while working through Portuguese payroll. This requires careful structuring upfront.
