Italy Elective Residence Visa

Residenza Elettiva is Italy's passive-income residency, regulated under Article 5 of Italian Consular Regulation. For retirees, investors, and rentiers with stable non-employment income who want to live in Italy without working.

  • Income requirement: €31,000/year for applicant (+20% for spouse, +5% per child).
  • Passive income only: pensions, dividends, rentals, royalties, annuities — no remote employment allowed.
  • 1-year initial visa → renewable 5 years → permanent residency at 5 years.
  • Italian citizenship at 10 years of legal residence.
  • Family included on the same application.

Benefits of Residenza Elettiva

Permanent Italian residency in 5 years

The cleanest path to Italian permanent residency for non-workers. Citizenship eligibility at 10 years of continuous legal residence.

No working requirement

Unlike Italy DNV or working visas, you cannot earn employment income on Elettiva. This is by design — it's a passive-income visa. We help structure your finances to fit cleanly.

Family included

Spouse, dependent children, and dependent parents apply alongside. Income proof requires +20% for spouse and +5% per child added to the base €31,000.

Italian tax options

The €100,000 flat-tax regime (forfettario for high-net-worth new residents) is compatible with Elettiva. So is the regular Italian IRPEF system. We coordinate with your accountant.

Schengen mobility

EU-wide travel for 90/180 days from day one of legal residence.

Regional flexibility

Unlike Italy DNV which has specific declaration requirements per region, Elettiva is uniformly applied through Italian consulates abroad. You choose where in Italy to live.

The benefits of moving to Italy

  • €100,000 flat-tax regime

Article 24-bis Italian Tax Code allows new tax residents to cap Italian tax on foreign income at €100,000/year for 15 years (forfettario regime for high-net-worth).

  • Universal healthcare (SSN)

Italian healthcare access is universal for legal residents.

  • Real estate value

Real estate in central Italy (Umbria, Marche, Abruzzo, Puglia) remains 40–60% below comparable European markets.

  • Reliable consular processing

Italian consular processing is generally reliable when the dossier is complete — the main risk is missing documents at the appointment.

  • Path to citizenship

10 years of continuous legal residence for naturalisation (faster via jure sanguinis if Italian descent applies).

FAQs

Does Elettiva allow ANY work income?
No. Elettiva is strictly passive — pensions, dividends, rents, royalties. Even occasional remote work for foreign clients is technically a violation. If you need to earn active income, use Italy's Digital Nomad Visa instead.
What income proof does the Italian consulate accept?
Tax returns showing recurring passive income from prior 2-3 years, bank statements demonstrating consistency, official pension certifications, rental contracts with deposit history, dividend statements from publicly-traded companies. We structure the proof package per consular conventions.
Can I switch to the €100,000 flat-tax regime?
Yes — Article 24-bis is available to new Italian tax residents (must not have been Italian tax-resident in 9 of the preceding 10 years). Application is filed within the first tax year. We coordinate with an Italian tax advisor as part of setup.
How does Elettiva differ from Italy's DNV?
Italy DNV is for remote workers earning ~€28,000/year minimum from foreign clients (active income). Elettiva is for passive income holders only. DNV permits work; Elettiva prohibits it. Different income proofs, different tax treatment.
Do I need to buy property in Italy?
No — a long-term lease (12+ months, registered) satisfies the housing requirement. Many applicants buy after the first year, but it's not a prerequisite for the visa.
How long until citizenship?
Italian descent (jure sanguinis) gives a faster path if applicable — we can assess this in initial consultation. Otherwise: 10 years of continuous legal residence with no major absences.
What's the difference between the 1-year visa and the 5-year permit?
The visa issued by the Italian consulate is valid for 1 year. After arrival, within 8 days, you file with the local Questura for the permesso di soggiorno, which is initially valid for 1–2 years then renewable in 5-year tranches.
Can I rent out my Italian home while living there?
Renting out short-term portions (Airbnb, etc.) is treated as business activity in Italy and may complicate your passive-income-only status. We advise against it on Elettiva. Long-term partial rental of a spare apartment is grayer — discuss specifics with us.
